About this ticket, I'm going to answer here since no one can reply in User Report category.
Users are allowed 7 days to activate their wins, so just wait two more days and that user will get a suspension (5 days) for each game they didn't activate, moreover their giveaways will be deleted since regifting is strictly against the rules.
By the way, it's a good practice always checking the winner's profile before sending a key/gift and, if there's something wrong, you should request a new winner.
If someone did not activate wins and has not been suspended for it yet, we apply the necessary suspension and then proceed with the reroll. If someone did not activate wins but has already been suspended for it, we check if this happened during the past month. If yes, we approve the reroll. If it happened a long time ago, we decide that this user has already served their time and decline the reroll.

Thank you for your reply,this user (Herby420) has been regifted his prize for 3 times (Information on his profile) and I believed that he will continue to do such things if there's no punishment for him.
Btw thanks for replying coz I'm still new to this and there's many things I'm trying to figure out.
