In the description of gift was not any of territorial restrictions. Why winner said receiving gift if he supposedly problems with activation. A week has passed since the end of the distribution and the week when the winner receiving said Gift. I think if the winner said receiving GIFT means he activated it.
That is a common issue with extra gifts received when activating a copy of the game unfortunately, they have no warning message on the gift but they are always locked to the region the game was activated in
