It seems like there is no way to verify what DLC someone owns via Steamgifts or their Steam profile so I will request a printscreen from the Steam store logged in with your account showing you own no more than 3 DLC if you win and already own the base game.
Obligatory comment of: Check the winners, I have the game but it will allow me to enter since it's a package.

I would be fine with people entering GA if they own the base game but want the DLC. It's a lot of DLC. Not sure how to check if someone owns any of the DLC though.

Oh, I mean that I own all the DLC, too, but it still lets me enter. It's one of those ones that let you do that. In order to check if they have the game or not they have to have a public steam profile and you can look in their games list. Feel free to look at mine if you need an example.

It's close to what RWarehall said. But being friends won't suffice. Steam just doesn't include information about DLCs in the game list
Items with a store page will show which friends have them, for items without a store page you need to initiate the gifting process where it should mark and exclude friends owning that content

Thanks for all the feedback. I have updated the description and require anyone who owns the base game and wins to send me a printscreen from the store page while logged in to their account to prove they own no more than 3 DLCs.
