I guess Challenger885 meant that your giveaway consists of base game and Digital Extras DLC,
it's up to creator whether to let people join for DLCs when owning base game (some people don't like to let base game 'wasted')

If someone owns the base game, they can still enter the giveaway of a Deluce Edition. The user above asked if you are fine with people doing so. In the end it is your decision if you send the game, in case the winner owns already part of the "deluxe package".

Be advised that also people who own the Deluxe Edition already can most likely enter. This is due to Steam's API and there is nothing to be done about it, so you should check if your winner already owns the DE.

To be honest, i remembered about Steamgift about 2 weeks ago i think

I used it years ago and like a lot of things, i stop using it for a few days, then weeks and then i forget completely it existed

Since we were still in the sales, and i used about 500-600 for myself since the start, i decided to spend a little here for the community^^
