If it's a key, not a steam gift, and he bought it from official czech retailer, the key is from version published by Cenega. And it is region locked to Poland, Czech, Hungary and I believe Slovakia as well but last one I'm not sure. As there is no option for PL+other set of locks on SG (mainly because Cenega makes all combination of PL + something locks) only option to give these kesy away is to gove them to PL lock only.

But that's only if it's the key - IDK how it is in this case, just saying why it may be possible for Czech to give away Polish locked games ;)
