Sorry but Steam won't let me activate the key, it says:
"This Steam account already owns the product(s) contained in this offer. To access them, visit your library in the Steam client."
So I guess you need to reroll winner.

The sites rules require you to only enter giveaways for games that you don't own, yet. You should have checked before entering. While I understand that hardly anyone does that and instead simply relies to the site's settings that are just meant to help with that (which has it's limitations as explained above), there are tools that make this a really easy task. For example the Steam Web Integration script.
It shows you a green checkmark besides every Steam Store link for titles that you already own and a red cross if you do not own a title, yet. That way one can directly see if something is already owned or not.
I can only recommend using SWI. Not only to make things easier for oneself in order to follow the rules but also to help avoid unnecessary tickets and thus trouble for yourself and the giveaway creator.
You should hide giveaways for the game so this doesn't happen again.

But there’s something I don’t quite understand... Why can’t you simply programmatically prevent any users from participating in giveaways for games they already own on their account? You have this information (ownership of games and DLCs), at least in theory.
Why rely on users always being extremely attentive and never making mistakes (which will obviously keep happening anyway), when this issue could be permanently solved on your side? That way, there would be no more similar tickets, reducing the extra workload for moderators and giveaway creators.

At least in theory, and for most titles that can be given away, yes. But if a title's information is not available in Steams API then there's no way to check for it.
It's not like we "rely" on users, it's the user's own duty as per the rules. The onus to follow the rules is on the users themselves.
Yes, there's many things that would improve repeating issues, but if the issue lies within Steam's API we unfortunately can't do anything about it.
