I think they can be activated fine in Germany. At least i saw several people who activated it without a problem (or VPN).
Yes perhaps there is a way but if he give the key to someone it's not supposed for he's doing it on his own risk.
At least the Dead Rising 2 from the Capcom Bundle before was redeemable just fine despite HB saying it would be region-locked (and not even offering it for german IPs)...
