Yes. NEVER mark a giveaway as "Received" unless you got the game specifically indicated in the giveaway, regardless of circumstances. This includes if you got another game or a compensation game instead. As I said, this shows up as an inactivation on your profile, which may lead to a suspension.
The giveaway creator shouldn't have tried to give Company of Heroes 2, a game that was free, as it's against the site rules. If they want, they can ask for the deletion of the giveaway (which is the most sensible thing to do at the moment), and may ask you to agree with it. If they do, all you need to do is to write a comment on the giveaway giving your consent.
Their actions do not concern you though. They didn't give the correct game; you didn't recieve the game indicated in the giveaway. Thus, it should be marked as "Not Received".
