I recommend a higher level restriction because of the extreme amount of autojoiners.
One of my group member and i reported over 250 of such users/accounts (a good bunch of them are multiaccounters on top) and 60% of the catched ones were level 0 or 1. With level 4 the percentage got drastical down, comapred to the lower levels.
