The game's cost in points is based on the full price at Steam in a 1:1 ratio to dollar and can't be changed by the person putting the giveaway. The cost tops at $50 and up games costing 50 points. This game here is listed on Steam at... yeah US$ 99.99. I'm pretty sure it's not worth it but we can only choose to not participate.

Yeah you can check price history on steamdb and it used to cost $4.99 until earlier this month. Maybe the dev made some mistake involving the recent regional pricing changes, but it does look fishy af.
