Yeah... that's definitely not how steam keys work.
I was suspicious on the first day, but I just let it be for the week.
Should probably report to the moderators or something.

Well, I think they're Chinese according to their steam account, so they might be mixing up "steam gift" and "steam key".... though I think you still don't need to install steam to send a gift.
