Why are gummy bears an ice cream topping? When you make them cold they become hard, inflexible, and loose their soft sugary taste. And when you put chocolate drops (like the little Hershey's chocolate kisses) on ice cream they too become difficult to chew and loose their chocolate softness. This requires some rethinking by the confectionary industry.

You kinda answered yourself there, they are not :D

The chocolate used in icecreams is slightly different and you can make it yourself if you want to, you just melt it and add a certain amount of oil, mix well and then let it solidify again: by doing so you lower the melting temperature of chocolate, making it good for icecreams too, while the common one is "optimized" to melt in your mouth starting from an higher base temperature.
(I know because I make icecream)

Real toppings are made for icecreams in mind, with their temperature and composition. But you can obviously call topping anything you can throw at an icecream if you want to :)
