No rules on public giveaways, but if you want rules you have to get them cleared first. Winner wont be rerolled, sorry to say.

You are much better off deleting this giveaway and posting a link to a private giveaway in the forums. The mods will not allow a reroll unless you've gotten permission first.

A quick look through the entrants tells me you are going to be disappointed.
