Hijacking for visibility: Make sure to check whether or not your winner already has this, because you can indeed enter for it if you already own this piece of DLC. One way to do so would be to friend the winner, temporarily add this to your cart, and select "Send my gift directly through Steam". And then you can go back to your cart and remove the DLC from it, then PM your winner the code if they don't yet own it.
