Serious question from an outsider...what on earth does this game name even mean? I can accept the first ~60%, but the rest is baffling.

It's the version designation. Fair number of Japanese fighting games [perhaps especially under Arc System Works's publishing label] that do that. Since the versions are sometimes tangental rather than linear improvements, depending on the series, it can be worth confirming the listed features for that version, comparing against other versions, and then seeing what other ported versions are available (and if you can get the version you prefer).
That said, the differences are often fairly minor (combat system tweaks/rebalances, a few character differences, etc), so it's typically not worth it for anyone other than fighting game diehards to get more than one version of a given game. Similarly, you're not losing much if you don't get your "ideal" version.
To explain the concept further, let's use Street Fighter IV as an example. While it doesn't use the same bizarre formatting system, it does still uitilize the same general concept [albeit with more feature changes than most], but with more coherent labeling: That being Arcade, Super, Ultra. Of course, there, it was well accepted that the latest version was the best, and as noted that's not always the case with the more weirdly labeled ones (as the differences may boil down to just a matter of preference).
In any case, much like Arcade, Super, Ultra, this game has comparable versions, with them being, in order of release: Under Night In-Birth (original arcade release in 2012), Under Night In-Birth Exe:Late (2013 release, 2016 Steam release), Under Night In-Birth Exe:Late[st] (2015, 2018), and finally Under Night In-Birth Exe:Late[cl-r] (2020, 2021).
