I own exactly 3 DLCs, but as in 3 DLC files, the Russian, the African and the Norse Unit Pack, listed as files according to the link you posted and not as full Expansion DLCs. Unless i misunderstood it.

So am i right in being able to enter?

Ah, well. I have 4 of those. And here I thought this is a solution for my too-many-spare-points problem.
