Regional restrictions other than RU and BY are not allowed by the rules of the train (at least formally).
P.S. This game appears for the second time in the community trains, at the first appearance regional restrictions of the key were simply ignored by GA creator. Probably this is the best practice in this case.
Hi, as it seems that this game does not exist for North Korea, I see no problem with this region lock - its in place so there is a 100% chance a reroll wont be needed by support.

For South Korea, yes.
