It may work. I've previously run into last minute issues with keys from my giveaways not activating in certain regions, and I've made it right by buying the item in Steam and sending as a gift, which has worked for a few titles. Hopefully OP doesn't run into any problems!

USA prices are usually one of the highest, so there are no problems with gifting the games to users from other countries. But, for example, users from Russia can't gift games to almost anyone outside of their country, since in most regions prices are significantly higher (not to mention all the additional region locks from publishers). Not sure about the Republic of Korea though. Probably, the GA creator would be able to gift it to most countries, but there may be problems in some cases.

The problem is only if the game is 10% more expensive on the winner's region compared to your own. But, there are solutions, you could, for example, gift the winner a Steam Digital Gift Card with the value of the game in their region and they can buy the game themselves from Steam.

You can check the prices in other regions via Steamdb and restrict it for available countries only. As far as I know if the USD equivalent price of another region is higher than South Korea's USD equivalent price you won't be able to gift them.
