Won gifts should be activated to the Steam account used during registration, and they should not be regifted, traded, or sold.

FYI, for everyone: comments from buyers (aka steam profile rep) are NOT a good way to judge a trader. comments can just be deleted. so you have no way of knowing whether there were any -rep comments. the steam profile of a scammer usually looks clean, because he deletes all negative comments. the only way of checking someone's credibility is with reputation systems like here on SG.
