At least this is more accurate then what others have been doing (which is doing a giveaway for the base game).
Even then it shouldn't be too bad since the Steam Key will be awarding this DLC plus more.
Overall this is the most sensible giveaway I have seen the last few days for the MGS V DLC.

Well, people have been giving away the base game because they got a free copy if they already had it but regardless, they're not gaming the system.
But this GA will granted the gifter full CV, which I'm guessing is a problem but again I'm not a mod. Just telling the gifter to be careful not to get a ban for something like that.

I have seen several of the MGS V giveaways that have had a comment saying "Definitive Experience DLC only" so some got reported for it!

I can confirm that the Definitive Edition DLC contains ALL of the DLC in the pack that the creator has selected for the giveaway.
I am not a member of staff, but my understanding is that if your key/gift contains everything in the pack and more, then it's ok to select that pack, should the creator choose so. The problem only arises if it contains less.

As long as you give what you're saying you're giving (which this pack would give, as far as I'm aware), it's completely fine.
Imagine if you said that you gave Saints Row The Third and instead they get every single SR game and then get banned for it :D

I know but there's also CV to consider. If your GA is for a pack that was bundled but it only is for, say, the most expensive of the DLC in the pack and you're getting ful CV for this one, it might still get you in trouble.

in this case it's staff responsibility not creator responsibility, and also happened in the past and noone got banned for that - simply, when Support notice that there is non-bundle gA used to deliver bundle keys they retroactively bundle it, so even if GA Creator gets full CV now he will lose it later. As long as he delivers everything that is contained in announced pack he is ok with the rules :)
