You can have the base game and all DLCs included in the package, and still be able to enter.
Even the giveaway creator can enter xD
It is probably a data issue, related to data received from Steam API or how does Steamgifts handle it, I don't really know how backend and frontend is developed in this site.
The only way Steamgifts will not allow you to enter is if you previously won exactly the same game/DLC/package in the site
