Well I'm from germany and it is certainly not "banned" here.
The problem with this game was more that in the past the publisher, deep silver, gave out keys that were locked to the region of the buyer. I do however think that this key isn't affected by that and it should activate anywhere in the world. (unless it is banned somewhere else, ofc)
