And I'm not the only one, who is Zoey and why is she crying for Bills sacrifice? Left 4 dead reference is all I can come up with.

Yes. Bill is the old army veteran from Left 4 Dead 1. In one of the add-on campaigns one member of the team has to sacrifice themselves for the others to escape. In the official comic i.e Lore it was Bill.
If one of the team gets killed in-game and the others notice the body they will often mention their name in a sad or sometimes even sarcastic tone.
