I only speak from people that are 1 year+ here, not from new members.

I implying that at the lower levels (all under 2) are VERY MUCH Rulebreakers (not activated wins/multiwins) and leechers with hundreds of wins but given, nearly, nothing and 90% of that ones don't know the words thanks on top of it.

As a sidenote you see that people in the forum only when THEY want something (how work..., where did i get...,, i need help..., can someone... and so on).

I experienced a lot people that said they are poor (and each of them was greedy and a egoist) but NONE of them were poor from my point of view. All of them played much CS:GO, had skins, had the newest AAA Games and all had much better PCs then i have.
Never seen a so poor user, at Steamgifts, that he was not able to buy a bundle game for max. 20 cents (dif. countries pay much lesser).
For sure too because the really poor ones aren't loudmouths, they aren't greedy, they aren't egoists and yes i know from what i talk from many reallife experiences. The ones that don't have much are the most generous people that share the bit that they have.
I never experienced a generous free games giver at sg. All that gave a lot of the free games fitted in the examples above and trust me i would be happy when i made other experiences....

Not all users at low levels are such people but much to much for my taste :o( ALL my public GA's let me experience it every time again. Newest statistic 7 of 15 winners are rulebreakers + 1 that don't known a thanks (not calculated in that 6 of the rulebreakers don't known a thanks too). My worst public GA was with 330 Entries, brought 180 BL -and around 40 reported rulebreakers- after i taken me the time to look at each one that entered the GA. After that experience i never checked all that entered again...

And yes you are level 0 BUT you made a thread, you communicate, you give a few good games away and so on.
So it is very clear that you didn't fit in the "leecher/rulebreaker" role :o)

That all is the reason why i gave you the advice with the level req. and invested time with reading and writing.
You can decide if it fits for you and/or your GA's.

sg give you only the possibility to filter at the public GA's with level requirements and your BL but that can't be the solution for GA's that anyone can enter -too because it is limited to 1k ^^-.
I would be happy about more possibilities but it is how it is. We can only use the tools we get offered. And yes i would be happy about the possibility to let the real, low level, users win my GA's... (real = people like you as fast example or in general "the ones that don't fit to the examples above")

EDIT: A other example. I took one user into my BL. Said him why (he leeched extremly) in a few friendly sentences. One or 2 weeks ago he wrote me and questioned if i can take him now down from my BL because he gave Games away. His stats were not great but it was to see that he walk in the right direction, from the writing i seen that he seen his leeching, that my friendly but direct words animated him to change something and because he wrote me i seen that he had a backbone. Alone for the last i normaly took him down, in his case because of the better stats and friendly writing too :o). He is now in my steam friendlist ;o)
But that one was one of very few ones that changed there GA acting.
So it is, FOR ME, the wrong way to hope each time the best when all signs blinking in red (and sgtools too :-D laughing). That bring ME more disappointment that i want.

So i calculate from my 25 years internet experience (special 1y sg) and be happy about anyone that are NOT one of the examples above.
That don't work for all people but for me it is the right way with the lowest stress capability and that is very important for me because of a uncureable, chronic illness that let me loose blood and have pain when i have stress (my body teach me very direct what is good or bad for me...^^)
