Yeah. I meant check their games list, to see if they have the base games & its DLCs. That link can be found a few inches down and to the right on a profile.

There's also going through the steps you'd take to gift a game, but stopping when you get to the list of people who own or don't own a game. It should show that list on the third step. After you've found out what you needed to know, just close the browser page you're using for that, and it won't charge you money or anything.
I've done that a few times, when a winner had their profile locked down.
