Hello. This DLC is for game removed from Steam. So even if I have game in my library I can't enter this GA.

It seems that way, since nobody is being able to participate.
Do not confuse this BIBOU (which looks like a previous game that no one seems to have here, seeing as no one participates) with the new BIBOU published a few weeks ago. It seems that they are two different games (that, or the author of the game has made a mistake in the Steam store)

Nobody will be able to join this GA because its DLC for a game removed from a store.

So if you anyway wanna giveaway it then wait until end of this GA and then roll by him/herself for the winner from people who will be interested in this key :) Then invite winner to your friendlist and send key to him/her.

And count me as one who will gladly get this key :)
