Postal 2 is perhaps the most irreverent, politically incorrect game ever made. There is something in it to offend everyone. Steam user Toasty aptly describes it in his review:
"Postal 2 is an extreme, unrestrained, and deliberately shocking fps action game with open world elements. Postal 2 is a game that panders to nobody, makes no effort to disguise its crude, satirical humor, and makes every effort to be as violent, repulsive, and entertaining as you want to make it."

You bet.

Is it okay to enter for just the DLC?

From FAQ:
What are the rules for entering to win Steam packs if I currently own a number of the games contained within?
We ask users not to enter giveaways for packages if they already own the majority of the games. This allows for winners that will receive the most value out of their gift."
Since the gift contains only a single game, and you already own it, you own the majority (100%) of the games. Thanks for asking. Sorry I didn't reply until the GA was over.

I'm sure you read the rest of that quote where it says there final call is the gifter's; hence, the askinating. Some don't mind, others do. Since I didn't win, all moot.

The way I read it, the first sentence asks you not to enter if you own the majority, but in this case you owned ᴀʟʟ the games. I understood the up-to-the-ga-creator bit to be used when say, someone entered a GA for a pack containing 7 games, but already owned 4 of them.
No worries. Moot, like you said. Great word. Great skit:
The Question Is Moot

Yeah anyone can enter anything. Thanks for the reminder. I'd buy you a beer, but I figure you probably have an eternal supply.
