Postal 2 is perhaps the most irreverent, politically incorrect game ever made. There is something in it to offend everyone. Steam user Toasty aptly describes it in his review:

We ask users not to enter giveaways for packages if they already own the majority of the games. This allows for winners that will receive the most value out of their gift."
Since the gift contains only a single game, and you already own it, you own the majority (100%) of the games. Thanks for asking. Sorry I didn't reply until the GA was over.

The way I read it, the first sentence asks you not to enter if you own the majority, but in this case you owned ᴀʟʟ the games. I understood the up-to-the-ga-creator bit to be used when say, someone entered a GA for a pack containing 7 games, but already owned 4 of them.
