I'm afraid that that won't be possible. If the price difference is too great between two regions (~10%), steam won't let you send the game. Valve changed that a while back, when they changed the gifting system. So games on steam are usually not strictly region locked, the way it used to be, but now, with some exceptions, it's all about the price difference.

You won't be able to gift this game to anyone outside Russia (gifting is restricted to RU+CIS zone for us, but price difference should be less than 10%, and it's bigger for all other countries of the region). The only sensible thing would be to delete this GA and create a new, region restricted one, unfortunately.

For future reference: you can always check price difference using steamdb.info.

Well, you got already answers, but since I was the one who asked, I feel obligated to answer as well.

While buying on steam you can give game only for your region and regions where price difference is less than 10%. On steamdb you can check, that lot of regions are outside 10% range. I removed my entry in this giveaway, since it would be impssible to give me this game through the steam, but I advice you to delete this giveaway and make it once again for Russians only, since there is high chance, that you will be not able to send the gift.

Проверила, к сожалению, подарок действительно не выйдет отправить в другой регион, кроме RU+CIS (не уверена насчёт всех охатывающих это стран, но проверила с отправкой из Украины в Россию -- всё ок, полагаю, в обратную сторону работает аналогично, как и предположительно на весь CIS). В остальных случаях Steam выдаёт: "Подарок невозможно отправить, так как цена в регионе получателя значительно отличается от вашей цены".

You can delete this giveaway (Support -> Create a new ticket -> Delete Giveaway) and then create another one with region restriction, that way you can make sure that the winner will be able to activate the game to their account.

If you try to create a giftlink on HB it should warn you if there might be region restrictions. If nothing comes up you should be fine. If it does put out a warning for you then you would want to recreate the giveaway with the proper region lock tags that were mentioned when trying to create a giftlink. Hope this info will help.

You should not give a GOG gift. Since it would not be on Steam, it would appear as the winner did not activate it; this would only cause problems for them/you later on.
