It's a non-regionlocked ROW key. Confusing, really. Saints Row 3 cannot be activated, though.

Thanks for the info. Deep silver need to get their region locks straight, last Humble bundle was a mess. Also, the link you gave me doesn't open for me.

Yes, the situation is awful, especially for Germans. I hope for a day when all region locks are gone...
