A Steam gift would work, just keys do not. Publishers do not understand that even if they cannot openly sell unrated keys without an age verification system in Germany, they don't have to block imported games. You are allowed to import, activate and play unrated games in Germany, you may just not sell them to children and underaged teens.
Yeah, that´s the part I don´t get.
Why can´t I import my Games digitally over steam etc.
Of course I could get the game from someone living in another country but even that gets locked.
Why not just give me the option to buy a different version of the game on steam directly.
Same for many other services selling games.
Licenses, Licenses, Licenses. Publishers get the sole right to sell one or more versions in one country (for localization and pricing reasons). So they are naturally reluctant to give you any choice but to buy their version. Problem is, if they only have a censored or no version for your country, you're stuck with imports, which sometimes don't work due to restrictive DRM settings.
So why not let a publisher sell more than one version in a country. A rated, openly advertised and censored version and a version for adults, after they have proven their age. Should be a piece of cake for a digital distribution plattform, shouldn't it?
What I ment was, why can´t I get an "imported" version digitally if i can physically.
Also this could get interesting but we shall see what happens.
Steam will probably ignore it until they get serious problems though. :s

You can't buy it in the german steam store, but it can be activated and played without vpn.
