I Got my GMG key, but then saw steam offering the same game. So I kept the GMG key and got my free game from steam. What do you want me to do with the extra key? Sell it on Grey markets?
It's not like he redeemed 15 keys from GMG to sell them or farm CV!

Why does it make more sense to you to not use a key at all than to give it away in a giveaway? The giveaway creator won't get any credit (read: CV) for it, so why do you feel the need to make such a big deal out of it? Live and let live.
