Damn it, can't join I bought tier 1 Humble bundle awhile ago and there was DLC from this game in Tier 1 but not the game itself that was 1 key for CoH1 + all DLC and CoH 2: Oberkommando West and now I can't buy this game in Steam or join ga's for it. Because Steam says I own this but when I start up the game I can't play because I don't own the base game.

This situations calls for steam support. They could probably remove the dlc (note, you wont be able to re-use the key later).

If it is on his game library he can remove the licence:
Help -> Steam Support -> Games -> Select the game -> Remove licence
