I just tested this out and tried to purchase just the Directors Cut Upgrade on Steam. It allowed me to add to my cart but when I hit purchase it does a check and gives me the following message:
Your transaction failed because you are trying to buy 'DEATH STRANDING DIRECTOR'S CUT UPGRADE' which requires ownership of 'DEATH STRANDINGE'. Please correct the error and try again.
So, I think this does not give the base game even though it does show it included in the package on SteamDB.
It also says on SteamDB information page: MustOwnAppToPurchase DEATH STRANDING (1190460)
So OP I agree that you should check the winner that they have the base game for this one.
I hate to be number 7 but I also don't have the base game and didn't realize that this was just the upgrade.
Judging by the previous comments it sounds like I will be unable to redeem the key because of this.
