This is Hook of Holland where you can take a ferry to Harwich in England. From there you can take a train to London (or elsewhere, of course). It's a fun journey but not particularly fast and you need sea-legs when it gets stormy on the North Sea. There is also a fast ferry these days that's quite a bit quicker.
And today I learned: Dutchflyer is the name given in the UK to an integrated passenger service between the United Kingdom and the Netherlands.
