OP asks if those who already own the base game can enter the giveaway so they can potentially win the DLCs.
Activating this while owning the base game is not a problem but you could say the base game will be "wasted".
The decision is up to the giveaway creator (you) :)

As I can see it is a bundle that include the game with the dlc https://store.steampowered.com/bundle/1205/Tropico_5__Complete_Collection/

I just got that single key so I think that includes everything
