The region restriction rule seems to be intended to block out individual restrictive keys, in favor of unrestricted keys for those same games. In the case of censorship-blocked games, there's no non-region-restricted keys available to begin with (as it's a binary choice between DE vs non-DE), meaning that you'd be completely blocking the game in question from the train. While that may or may not be intended, it's clearly a very different dynamic than what the rule normally covers.
That said, the very first train seems to have explicitly covered and excluded Saints Row 2 [>>] in its clarification of its no region restrictions rule, so there's certainly precedent for excluding it. A site-filtered google search indicates that the topic hasn't come up before in the following trains (with their differing conductors), so that's something that should really be clarified in the main thread post.
On a further note, there's actually some indication that the uncensored ROW version of Saints Row may actually activate on German accounts to begin with, so if that's true, there'd actually be no justification left for posting this title under a region restriction. While several sites suggested that matter, I couldn't find anything definitive enough to warrant a sourcing, so it's definitely not workable information at present. Though, SteamDB does list the game as purchaserestricted while not listing it as nocrosstrading or activationrestricted, so it could certainly be possible that it may be configured in a way that allows for Germans to activate keys (while still blocking purchases through the Steam store).
Taking our thoughts a bit further, Bionic Commando, in the next giveaway, in purchaserestricted (again, without displaying any other restrictions) in several Asian countries without any alternative key option available to them at all, while also running into the same binary DE/ROW purchasing option. There, we see the escalating problem that comes with allowing region restricted giveaways based on justifications, so that does a decent job of encouraging that the rule continue to apply to any region-limited game, regardless of the premise for the restriction and the justifications for an exception, no matter how convincing they may be.
TL;DR version /Summary: No, and while there may be rationale to change that (specifically for games that are fully blocked in specific regions, with no WW key option available), it would lead to an escalating series of allowances that have no clear end. However, there's a small chance that it may possibly be unnecessary for this or both giveaways to begin with, which means this giveaway may be able to reposted as region-free. If it's not possible to post these giveaways as region-free, or for the sake of any other games that may run into that limitation, the train conductor should add a clarification in the main thread post if games completely blocked in certain countries should be set as exceptions or not.
In the meantime, as we do have the preestablished concept of sidecars, that really seems like the most hasslefree way to approach either giveaway. There's also the bonus element of that approach allowing for an easy transition of the current listings, if deemed necessary for them.

Hey MemT! Both 1055 and 1056 seem to have region restrictions that are more than what's allowed by the train rules. Can you replace them? These two can still be side carts, they are nice giveaways.
