From what I've read it means that certain splatter effects are missing, you won't be able to shoot off limbs or heads and corpses disappear shortly after you've killed zombies. How all this relates to actual gameplay however I have no idea, sorry :/

It shouldn't be. It says Left 4 Dead (DE) in the description so technically it's the German version (and therefore low violence). But I've never heard games from there being region restricted and as with any game you should be able to change the language.
