They recently changed the rules. They are allowed but the giveaway creator won't get a higher Level because of it.
Then how come it's still possible to report someone for doing it?
I think it was something like "Giveaways of games that are currently free are not allowed but giveaways of games that were free some time in the past are allowed but you won't receive contribution points for them".
Yeah, that's more likely. Wasn't that sure myself.
