For anyone creating the Fallout: New Vegas Ultimate Edition GAs, people who own this can enter the GA. The only way you will see if they have the DLC is if you add them to your friends list, otherwise it will just look like the base game.

I think you misunderstood what I'm saying. If they have the Ultimate Edition they can still enter. The DLC can only be viewed if they are on your friends list... so if you don't have them as a friend you will only see the base game.
