We start with Reventure. Fun fact, I originally wasn't going ot include it but I suddenly won it on a mistery bundle and I couldn't resist saving the key. This game is a work of art. Like at one point you are like "yep, this game can't surpass whatever has happened here" and then they slap you with such bullshit you can't do anything else but clap. Also the game was made in my country, that's always a plus :)
To be completely, 100% honest, I just googled "tic tac toe cypher" and the first result was a site that explains how it works and decodes it. Then I bruteforced the capitalization. ^_^'
But, yeah, now that you said it's from Club Penguin, the rest of the image makes sense. XD
I remember I played Club Penguin a little bit back when I was a kid. Very little bit. In a "here are a bunch of minigames, ok I tried a few minigames, carrying on to something else" kind of way. Too bad it got closed down though, seemed to be pretty popular.

I expected people to google "Peguin tic tac toe" and get the info from there and for the capitalization it was just to get the binary code of 27.
It was popular but Disney closed it to make a version 2.0 for mobile that failed spectacularly for many reasons and died.

Also got here via googling "tic tac toe chiper" and the just added arrows for capitalization. Didn't have a clue what the images meant. googled something like "South Mountain Bird Beckham" which did not result into something useful 😂.

I was first trying to google various combinations of: south pole, antarctica, bird, nightingale, david beckham, brooklyn, son, tic tac toe, ...
But I couldn't make a connection, and then I simply tried "tic tac toe cipher", and bingo :)
