The key isn't restricted. It's germany who fiddles with censorships and restricts Steam users who live in germany to "low violence versions" or completely banish some games.
Actally half way right. You are allowed to sell them to Germans, if you could just verify that they are 18+ and there wouldn't be any problems with it. But this feature will be available after Half Life 5 Episode 7, because it's so hard to implement, even Origin has it.
I bought a key on GMG and it activated fine in Germany, so there is no region lockout for Borderlands in Germany for most keys.
But getloadedgo (I assume that its where he got his key from) probably just dont want to break the law (as if a "not for Germany" tag would justify it or Germany would do something against it, since the site is not even placed in Germany).

Calm down guys. Every game is available for Germany. Sometimes Steam only activates the low violence version. So you have to talk with the support, so they activate the uncut version. I bought Left for Dead in Poland and activated it normally in Germany and had no problems and it was uncut.

Pretty sure that's for when they only activate in certain countries. Games that can't be activated in Germany are fine, iirc.

Okay, so i misunderstood this sentence from FAQ. So if a German wins this he cannot activate. Shouldn't this be written in giveaway description?

AND if its a direct steam giftable copy and no key, it will activate 100% without vpn.
