When creator doesn't send game you should mark it as not received. If they keep not delivering gifts they will be automatically blocked from creating more giveaways, as they lose 1 slot every time they receive not received feedback.
Misleading ticket category is for when creator has key for other game than they made giveaway for. For example making giveaway for Fallout 4, when they have key for Fallout 3.
