Lucky hour?
This is a chance for those who do not have either one of these games.
Again, if you own even one of these games (Bioshock OR Bioshock 2), you are NOT eligible for the Franchise pack consisting of both games!
It is against the rules to enter for a game you already own, so please be fair and do not enter so that people who haven't actually won anything can get something. Tough luck if you enter knowingly breaking these rules and you are suspended from Steam Gifts, as I will report people who do so.

Out of 289 entries, only 40 entries were made by users with 0 wins. That is roughly 86.16% of the users entering who I assume
a) can not or do not read giveaway descriptions before entering.
b) do not respect the wishes of the giveaway creator upon entry.
c) do not have a strong sense of morality with regards to one's self.
d) have a very strong sense of morality with regards to one's self but still feel morally justified, where the chances at winning free games outweigh any guilt they may feel for entering.
Above all, no one here is a bad person. These are simply decisions made by individuals who have been through different experiences, and they may be in a situation different to everyone else's, with factors that have influenced the choices they've made.
And thanks also to those who did not comment here and still followed my rules.
Although I can't reward you for it, you have my gratitude. You are very honest and humble people. You know who you are! :)
I just have a little bit of advice for those people unsure of what to do when faced with situations like this:
Whatever you do in life, whether it's something as trivial as entering a Steam Gifts giveaway contest, or making the biggest decision of your life: don't make decisions based on what everyone else is doing. You have to make a conscious choice by yourself, and then follow through with the consequences. Don't waste time trying to convince yourself of something you've already made your mind on, looking for any excuse you can use to justify your actions. Just think carefully, do it, and then follow through. Also, a little bit of generosity every now and then wouldn't hurt. You'll find that a lot of things in life come more easily to you if you put others first. :)

No they can't, but it CAN get you suspended if you win something which you already own. I apologize for the wording, and to make it clear it is only MY WISH that if you've already won something please do not enter. Although if you (anyone in general) want to be a dick about it, and feel good about winning something not intended for you, then please, be my honourable guest. :)

For a pack like this they would have to own BOTH Bioshock 1 and 2 to be breaking the rules. It's the same as entering a GotY giveaway when you only have the base game.

He CAN'T reroll. He can't enforce rules unless it is private and a mod allows the rule before creation. This has neither.

If he refuses to give the game for that reason, he will not be able to reroll, and it would only end in a Not Received for him. Which sucks, but those are the rules here. Special conditions in giveaways require moderator approval and a Private giveaway.
The only thing he can reroll for is if the winner already owns one of the two, though they won't be suspended. That being rerolled is up to the creator, mods would allow it.
