I've had it happen in the past when someone accidentally double clicked when activating a key, and steam said they already have it (because it activated like 0.01 seconds earlier).
I haven't heard back from a moderator yet. I'm just hoping we can resolve without them.

In case winner activates game by mistake and then steam shows "already owned" error we can revert re-roll.
