If it's restriction for Russia, Ukraine and Kazakhstan, then I assume it may include the rest of CIS countries (Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Uzbekistan and Ukraine).

Probably due to an old deal that Bethesda had with the Russian publisher for this game, which included a few European countries (of which Poland was one), which basically said that that publisher would be handling all distribution in those countries, and that only their version would be available. That deal ended after Skyrim (and even more so its DLCs) had a completely botched launch with long delays. I remember seeing a lot of people from Poland being quite upset with having to wait months to get the Skyrim DLCs, as they were not allowed to activate non-RU/CIS keys, and they made enough of a fuss to make Bethesda end the distribution deal for Skyrim. But the deal might still be in place for some older games.
(Which might actually be illegal under EU law)

I think for this game also Czech Republic, Slovakia, Hungary, possibly Romania, Bulgaria and some other Eastern/Central European countries are on the RU version (while paying full EUR region price).
