Marked missing Activated wins user here. I did have issues with giveaways, where someone either put the wrong game or put a region-locked game without pointing it out previously, not even in the comments or description. Despite that, they never deleted their giveaway, nor re-rolled for a new winner. As such, I'm stuck with those missing activations on it. I did have some missing activations in the past, being done voluntary by giving those won copies to Friends. As in the past, I was just hauling any public giveaway without any real consideration (I was also suspended for automatic giveaway entries too at that time). So, I won't say that I didn't earn this status wrongfully, at all, but there is still potential for genuinely blocked users. I've did messaged SteamGifts support last month to ask if my unable to activate, won giveaways, would cause an issue with my account standing. But they said it won't, and they will keep them on it, even if previously reported borked.

As a general rule.
First, if you were unable to redeem your game, you must mark it as “not received”.
Also, the general response is to post a response message from Steam in the comments section of the GA, such as “different region”, and ask if you can receive an alternative key.
From what I see on SGTools, you have two games that you have not been able to redeem.
If you have not commented to the donor and those responses have not been made, the supporter may interpret this as a problem with the recipient.
Since what I provided to you does not exist, there is essentially no need to reply to anything, but since you seem to be in trouble.
(If you are commenting, the provider was penalized and you probably got the response you wanted.)

Oh, those are old cases, and yes. I did my everything to correct the situation by warning the giveaway creator, and noticing the support if no solution was found. I'm not currently in trouble for my account (Well, probably on the verge if i do any rule breaching again of course) but no issue there. I just wanted to point out the limitation of implementing harsher giveaway entry conditions except if SteamGifts can mark some specific giveaways as null. They do still remain marked as not received to this day. Thanks for the giveaway either way ! Just wanted to talk about my case instead of just thanking like most do.

Even if you communicate with them on Steam or something, you need to keep screenshots and conversation logs on your support ticket or GA, or you could be in violation later.
These days, it seems almost mandatory to comment on GAs, perhaps because of suspicion of forgery.
Put another way.
If you do not keep a record of the “conversation between the donor and the winner” when a problem occurs, it may not be addressed.
“You should always keep a record in the comments section of the GA.”
Even if it is “this prize could not be redeemed,” the winning prize in question must be quickly commented on and marked according to the redemption deadline.
If the conversation is not established, someone may report the exchange as a violation at a later date.
Therefore, it should also be noted that GAs that have been in violation situations in the past may suddenly receive a suspension with penalty at a later date if they do not also mention that they left the site after such a conversation.

Unfortunately, this is the result of scrutinizing all the participants in several GAs.
Well, it must be a BOT of some sort.
(Some are malicious scammers).
The most acceptable example is simple: too many people use and violate the guidelines and FAQs without reading them.
It is unacceptable for gift donors to be doubly disadvantaged by this.
(It would be detrimental to your Steam account if you had a problem with a third party reselling the gift you provided without your permission and treating you like a vendor.)
Unfortunately, there are more than a few bad human beings on earth who undermine good deeds.
By the way, Lv 10 is a small garden with about 500 people. There is no need to get involved.
