you can't "restrict" it directly via giveaway option, but in the FAQ it say that it is up to the creator of the giveaway if people can enter only for dlc or not, if the creator do not want, he can ask a reroll, so, up to you :p

That's a good way to look at things. If someone feels that they will make the most out of some dlc's - even though they own the main game - I would allow it myself in one of my giveaways. Suposedly that people have the decency not to decrease/waste the chance for another person who is genuinly interested in playing a game. Personally I would never enter a GA just for the dlc's - Skyrim is the only exception :D

I think it's up to people if they feel entering worth it or they accept part of the pack somehow wasted.
So, i don't plan to reroll, unless winner asks me.
