In theory, everyone has a working email address attached to their account, and the system will show you that for the winner. Everyone also has a steam account linked in their profile, and you can try adding them as a friend to deliver it that way.

In practice, you should probably try both methods without sending the key and make sure you get some kind of response first. That way, if you're completely unable to get in touch with the person, you haven't sent the key out and the mods will reroll it. Once they respond to your email or add you on steam, send them the key with the same method they used to respond.
