I'm not 100% sure with I Am Fish, but I have had regional issues happen with other mystery bundle games such as Encased: A Sci-Fi Post-Apocalyptic RPG, Iron Fisticle, and a few others. If I were forced to give an answer, I would say yes to your question. I really do think it'd be safer for you to replace this giveaway with another one.
I think this is more common now with mystery bundle games than it used to be. I don't know why that is, but it's definitely something I've noticed an increase in over the last 6 months or so.

no region lock flag on barter either.

I would be cautious with this one. If you got it from Fanatical, it has a shitload of region restrictions.

I asked if the region locks from the bundle are the same as from the store, they replied with this:
Yes I believe they are-- the region you purchase in is the region you will receive.
Not a perfect answer, but I guess it means the region locks on the store page are correct for the bundle too.

its definitely not correct, none of the packages on steamDB match what is shown on fanaticals site.
I am just going to let mine go, if I run into an issue I will just request deletion and activate it myself.
