For some reason i can't join, even i have the base game, but even steamgifts.com says "! Missing Base Game"

Base game is banned therefore it is excluded from the API so "no one" can enter into this GA.

That's wrong. Anyone (who own the base game in this case) can activate it. Steam level does not matter.
